Please see attached for Amendments 11 and 12 to the Special Regulations. The amendments are also on the YA website at http://www.yachting.org.au/specialregs. The amendments are issued today and become effective from 10 August.
Each issue has been through a considerable research and consultation process and we thank the states for their respective contributions.
Amendment 11 – Liferafts This amendments update the liferaft requirements making it easier and hopefully cheaper for boat owners to procure, pack and service their rafts. It brings the contents into closer alignment with the ISAF OSR and should provide for greater international compatibility in the market.
Amendment 12 – Pulpits, Stanchions, Lifelines The amendment simply deletes the regulation that prohibited the use of carbon fibre in pulpits, stanchions and lifelines. It was found that engineering practices and carbon fibre materials had developed to such an extent since the regulations was initially written, that it had become redundant. The change provides for greater choice and a more permissive regulatory environment.
We will forward this information to the OKPC delegates, boat owners with rating certificates and do a brief news piece for the YA website and sailing media. We will also touch on these during this Friday’s teleconference largely to explain the processes we use; how the risk management policies are applied in practice.
